Cherishing the contemplations and hopes, human is ushering in the dawn of a new cen-tury. A general tendency of development of Earth Science in the new century will be to meetthe requirements of economic and social developments, to foresee the future perspective inrespect of the developmental regularities of sciences themselves, and hence to more reliablydefine a farsighted goal to be achieved.It should be noted that the aim of Earth Sciences from its embryonic stage to the presentis to understand and explain the nature, and provides a basis for the use and transform of thenature, based on available knowledge, and for meeting the requirements of economic con-struction and social developrment. With increasing population and economic and social devel-opments, the environment in which human survives is facing a severe situation: depletion ofnatural resources, heavy pollution, severe losses in natural disasters, increasing deteriorationof ecological system, and more striking global environmental change. The discordance be-tween human society and nature is increasingly sharp. These problems extend spatially fromlocal to global scale and will last for a long time to come. If they were neglected, their dam-age will involve not only the present generation, but also the coming generations, even to thewhole human kind in future. Thus, the 2lst century could be a new era during which humanwill scientifically manage and protect the earth. This new era of enhancing the social functionof Earth Science is to uninterruptedly extend men' s knowledge of the earth, to effctivelysearch，develop, and rationally use natural resources, to mitigate natural disasters, to im-prove and conserve the environment, to insure the ecosystem in good cycle, to coordinate therelationship between man and nature as a whole, and hence to maintain the environment forhuman kind and their sustained development.
