陳小娟，女，1981年12月出生，博士，副研究員，中共黨員。2002年畢業於河南大學生命科學學院生物科學專業；2007年畢業於中國科學院水生生物研究所，獲水生生物學博士學位；2007年7月到水利部中國科學院水工程生態研究所工作。

現主要從事生態規劃、生態毒理、生物監測等方面的研究工作。已主持完成“全國重點湖泊水庫生態安全保障方案”項目 “三峽水庫生態安全保障方案”專題中的子專題“三峽水庫水生態保護策略研究”。參加完成科研項目10餘項，主要有：水利部948項目“藻類線上水體生態毒性監測系統”、水利部財政預算項目“三峽水庫消落區生態環境調查及保護對策研究”、湖北省水產管理辦公室委託項目“葛洲壩水利樞紐下遊河勢調整工程對中華鱘自然保護區的影響及環保措施”、重慶大唐國際武隆水電開發有限公司委託項目“烏江重慶流域水電開發協調性及生態保護措施研究”等。
