(1938--)1938年11月3日出生於黑龍江蘭西。台灣政治大學外交系畢業，獲"中心獎學金"。負笈美國，獲得塔夫滋大學佛萊契爾外交學院國際關係碩士、芝加哥大學歷史學博士學位。曾任教於美國南卡羅萊納州新伯利學院、印第安納州聖母大學，歷任芝加哥大學遠東研究中心委員、美國"人文科學基金會"審查委員及評議委員，美國"亞洲研究協會"之台灣研究會委員、美國華學協會理事及美國中西部華人學術聯誼會會長，並任政治大學、中山大學兼職教授。
1982年返台，初任政治大學外交研究所教授、《亞洲與世界》社主任，榮獲美國中國文化協會頒發的"中國文化獎"。1984年升任政大外交研究所所長，嗣任政大國際關係研究中心主任。1987年出任"行政院"新聞局長兼大陸工作會報發言人。同年5月5月任"行政院"新聞局局長、英文《自由中國紀事報》發行人。1988年7月當選國民黨第十三屆中央委員。
1991年9月辭去新聞局局長職務，轉任政治大學外交研究所教授。1988年當選國民黨十三屆中央委員。1994年復任政治大學國際關係研究中心主任。2000年7月任國民黨中央副秘書長。
美國在台灣問題上的一系列舉動，實質上將置台灣於危地。邵玉銘說，美台關係不應基於它是"美國軍隊的前哨"之上。他說，我們"承受不起捲入這場爭鬥的後果。我們太弱小了"。無論從歷史、文化或地理的角度，還是從政治、經濟現實情勢的角度，台灣未來的前途在祖國大陸，台灣的安全取決於兩岸人民的密切聯繫和最終和平統一。
