原本A&M唱片公司想讓珍妮·傑克遜延續她的第三張錄音室專輯《Control》的風格，但是她堅持做一張探討社會議題的概念專輯。於是她找來吉米·詹姆和特里·劉易斯合作，從各種媒體新聞報導汲取靈感，共同創作、製作系列歌曲。這首《Rhythm Nation》在這樣的情況下，他們三人創作的一首探討反對膚色歧視的歌曲。
