After examining a largenumber of variables, construction of the FDIPotential Index settled on eight; the finalindex is then an unweighted average of theirnormalized values. The variables are therate of growth of GDP; per capita GDP;share of exports in GDP; telephone linesper 1,000 inhabitants; commercial energyuse per capita; share of R&D expendituresin gross national income; share of tertiarystudents in the population; and countryrisk.
