馬懋德，新加坡南洋理工大學電氣電子工程學院終身教授，中南民族大學計算機科學學院“楚天學者”特聘講座教授。1982年畢業於清華大學獲學士學位，1991年在天津大學獲碩士學位，1999年在香港科技大學獲博士學位。為英國皇家工程技術學會院士（IET Fellow），IEEE通信學會, 教育學會和智慧型交通系統學會高級會員，擔任IEEE教育學會新加坡分會主席，IEEE通信學會特聘講席專家。
馬教授主要從事無線網路協定設計與網路安全算法方面的研究。作為項目負責人或主要完成人主持、領導並完成了20餘項由新加坡以及其他國家政府和企業資助的科研項目。在國際著名學術期刊和IEEE重要會議上已發表高水平學術論文300多篇，SCI他引600餘篇次，擁有美國發明專利2項。已指導博士研究生12名，碩士研究生80多名。應邀擔任80多個國際學術會議主席、分會主席以及多個知名國際學術刊物的主編、責任編輯或特邀編輯。
