教育部2001年4號檔案《關於加強高等學校本享閥簽科教學工作提高教學質量的若干意見》要求本科教育逐步使用英語等外語進行公共課和專業課教學,特別是高頁刪愉新領域的生物技術、信息技術等專業,以及為適應我國加入WTO後需要的金融、法律等專業。高校開展的雙語教學實驗在很大程度上推動了中國小雙語教學實驗的發展。
