中國水產學會水產生物技術專業委員會委員,《農業生物技術學報》和《遺傳》編委。1991年畢業於南開大學生物系,獲理學學士學位;2002年獲中科院研究生院博士學位。主要從事魚類生殖發育調控、魚類基因工程育種、克隆胚胎再程式化機制等研究。主持國家自然科學基金重點項目、863項目、973課題及湖北省傑出青年人才基金等多項研究。以第一作者和通訊作者身份在Biology of Reproduction,PLoS One,General and Comparative Endocrinology,Marine biotechnology,Aquaculture以及《中國科學》等國內外刊物上發表論文30餘篇,以第一發明人身份獲美國發明專利1項,獲中國發明專利2項

實驗師魚類基因工程學科組的研究工作發端於上世紀70年代末的魚類細胞核移植試驗:朱作言先生在著名實驗胚胎學家童第周先生的領導下,通過合作研究完成鯉鯽間的細胞核移植,首次實現脊椎動物的種間克隆。上世紀80年代,朱作言先生領導開創魚類基因轉移研究新領域,研製世界首批快速生長的轉基因魚。以上成果作為近代中國科技領域的兩大重要科研成就被載入《世界科學年史》(A. Hellemans & B. Bunch, 美國Simon & Schuster出版社)。
