個人履歷
1984年南京大學大氣科學系本科畢業。
1984年7月在國家氣象中心從事氣候分析工作。
1987-1990年期間在南京大學攻讀碩士研究生。
1990年3月在國家氣象中心從事氣候診斷工作。
1993年被評為高級工程師。
1993年獲國家氣象局科技進步獎二等獎
1993-1994年赴美國NOAA參加全球氣候變化研究。
1998年被聘為中國氣象科學研究院研究生部碩士生導師。
1999年6月被聘為正研究級高級工程師。
2001年4-7月，到英國哈德萊氣候預測與研究中心參加氣候研究。
2002-2004年任國家氣候中心首席氣候診斷專家。
2003年1-3月在加拿大氣象局參加降水變化研究。
2003年獲國家科技進步一等獎
2004年-2009年任中國氣象局預測減災司司長、中國氣象局新聞發言人。
研究項目
翟盤茂曾主持和參加過國家級研究課題和國際合作研究項目10多項。主持建立了我國新一代氣候診斷業務系統，建立了我國ENSO監測和預測業務系統，在氣候診斷、大氣水分和能量循環、極端天氣氣候事件變化、ENSO監測和預測等方面作過許多研究，作為主要作者參加了IPCC第四次科學評估報告編寫。
現主持自然科學基金項目《近50年中國降水頻率、強度和總量變化》、參加973項目“北方乾旱化與人類適應”等項目的研究工作。
