盧奎 男，漢族，1963年1月出生，河南省太康縣人，1986年8月參加工作，1985年11月加入中國共產黨，全日制博士研究生學歷，理學博士，博士後，教授。
2017年9月任鄭州工程技術學院院長、黨委副書記。

人物履歷
1986年8月—2007年7月，在河南工業大學（原鄭州糧食學院、鄭州工程學院）工作，歷任講師、教研室主任、副教授、系副主任，1999年晉升為教授，2001年5月任化學化工系主任，2005年1月任化學化工學院院長。
2007年8月任河南工程學院副院長。
2009年3月任駐馬店市人民政府副市長。
2017年9月任鄭州工程技術學院院長、黨委副書記。
