主要貢獻

牛津大學時期

• 權赫周於1990年前往牛津大學聖安東尼學院攻讀博士學位（Swire Scholarship），師從Barnett House比較社會政策系時任系主任Stein Ringen教授，並於1995年獲得政治學博士學位。他的博士論文為The Welfare State in Korea: the Politics of Legitimation（《韓國福利國家：合法性的政治學》），該論文於1998年由麥克米蘭出版社（Macmillan）作為專著出版。
  

塞薩克斯大學時期

• 博士畢業後，權赫周在塞薩克斯大學發展研究所擔任研究員（1995年-1996年），與Gordon White教授（IDS）和Roger Goodman教授（Oxford）合作開展研究。權赫周在這一時期，試圖將比較社會政策研究與發展研究結合起來，並與合作者一起出版了The East Asian Welfare Model: Welfare Orientalism and the State (Routledge, 1998)（《東亞福利模式：福利東方主義和國家》）一書。該書是東亞福利體制比較研究的開創性著作。權赫周和合作者認為，東亞包括不同的福利體系，但所有東亞福利體制都將社會政策作為經濟發展工具的一部分。
  

聯合國社會發展研究所時期

• 權赫周在2002年移居日內瓦，擔任聯合國社會發展研究所的研究協調員，協調由福特基金會和瑞典發展署SIDA資助的大型比較項目（發展背景下的社會政策）。權赫周於世界各地學者一起試圖尋找一個將社會保護與經濟發展相結合的政策方案。該項目的成果由Thandika Mkandawire教授共同編輯，主要發表在Social Policy in a Development Context（Palgrave，2004-）（《發展背景下的社會政策叢書》）。該叢書不僅包括東亞社會政策，還包括拉丁美洲，撒哈拉以南非洲以及中東和北非的社會政策，被認為是比較社會政策和發展研究的重要突破。

首爾國立大學時期

• 權赫周自2008年起供職首爾國立大學，並擔任公共行政研究生院教授和亞洲發展研究所副主任，該學院是韓國頂尖的研究生院，在QS世界大學學科排名上也一直占據前20的地位。
  
• 權赫周於2009年至2011年領導了一項由韓國政府資助的大型教育和研究基金（BK21計畫），共有15名教授和45名研究生參加。
