塗敏，女，1975年12月出生，博士，武漢理工大學交通學院副教授。畢業於浙江大學企業管理系，主持國家自然科學基金青年基金項目1項，參與國家自然科學基金面上項目2項，承擔其他項目20餘項。發表於核心期刊級別以上各類學術論文30餘篇，其中EI檢索10餘篇，ISTP檢索4篇，權威重要論文5篇。是2006年武漢出版社出版的《武漢城市道路交通現狀及對策研究》一書的執筆人之一，參編2004年由人民交通出版社出版教材的《運輸市場行銷學》，2014年《國際貨櫃運輸與多式聯運》第2主編。
2013年，接受武漢市委組織部安排，到武漢新港管理委員會掛職一年，任政策法規處副處長。2016年8月至今，獲國家留學基金委全額資助，以訪問學者身份赴英國利物浦約翰莫爾斯大學訪學一年。曾獲武漢理工大學教學優秀獎、優秀共產黨員稱號、湖北省優秀學士學位論文指導獎。
