序言

中國在最近幾年已成為世界經濟大國之一(以GDP為衡量標準,中國從2010年第二季度起,超過日本成為世界第二大經濟體,僅次於美國)。關於中國,有如下幾點需要讀者特別注意。
首先,如此強勁的經濟發展是在過去30多年的時間內完成的。在20世紀70年代末期之前,中國與外部世界的商貿關係幾乎為零。
其次,前蘇聯解體之後,中國廢除了一些受前蘇聯影響而頒布的法律;在“文革”結束將近20年後,中國才建立起基本完整的法制體系。
中國自1979年開始實行改革開放政策,使其社會、經濟發生了很大的變化,使世界矚目。中國成就了世界近代歷史上最偉大的經濟變革之一,不僅大大提高了中國的國際地位,還改變了整個世界。這些變化使得外國投資開始持續不斷進入中國,規模不斷擴大。目前,中國是世界第二大外國投資目的地。
外國投資在中國的持續增長也使得中國的立法得到了長足發展。中國在最近幾年裡出台了數以千計的重要法律法規,從而提高了商務交易的法律確定性。通過以下舉例,你可以了解中國近期立法發展的規模。僅在過去幾年中,中國已經制定或修改了下述基本法律法規:
