劉惠穎，女，1991年10月生，湖南長沙人，中南大學公共管理學院社會學系特聘教授、碩士生導師，中南大學社會調查與民意研究中心秘書長。
劉惠穎於2010年至2014年在南開大學社會工作與社會政策系就讀本科；2014年至2016年，在香港大學社會工作與社會行政系就讀碩士研究生；2016年至2019年，在香港大學社會工作與社會行政系就讀博士研究生。
劉惠穎主要研究關注社會心理因素對於人口老化和健康的影響，積極推動生態瞬時評估法等跨學科研究方法在老年學臨床研究方面的套用與發展。

劉惠穎的具體研究問題包括社區老人的家庭照護，社會嬸囑微心理因素對老年人慢性病共病狀況茅格及管理的影響，生產性老齡化與籃笑影船社區參與的政策意義，老年社會工作干預與評估等等。
