楚漢相爭時期，劉邦與項羽在靈壁激戰，劉邦敗北，屯兵滎陽。項羽授英布為“當陽君”，率40萬進駐九江。劉邦派“典謁官”隨何去勸說英布投降。英布則說隨何信口開河，然而他還是投降劉邦。劉邦故意氣他，後設宴款待，封“九江侯”。
