企業經營的環境複雜多變,這可能為其創造機會也可能為其帶來威脅。這些機會和威脅的其中一個來源就是政府的政策與法律。因為這些政策與法律會強烈影響市場的競爭格局,調整市場中各企業的收益和負擔,所以企業有必要密切關注政府政策的制定和改變,並及時做出反應與戰略上的調整。但是,企業並不是只能被動地反應,還可以通過自身的活動主動地改善其政治和法律環境。企業的這種活動即被稱為企業的政治行為,而企業在此過程中採取的影響政府立法的具體手段即被稱為企業的政治戰術。
