本書是以世界海關組織(WCO)制定的《商品名稱及編碼協調製度》為基礎，結合我國貿易以及其他政策情況編制而成的。為履行作為世界海關組織《協調製度公約》締約方的義務，我國制定了以2008年版《協調製度》為基礎的《中華人民共和國進出口稅則》(2008年版)，還包括了我國本國稅目和關稅稅率等內容。 本書力求全面、實用，對於海關和進出口企業的工作人員來說，都是一本必備的工具書。

內容提要

世界海關組織每4~6年進行的新一輪《協調製度》修訂已經完成，2012年版《協調製度》的變化，共涉及53章的產品。作為《協調製度公約》的締約國，我國2012年進出口稅則也對這53章產品進行了修訂，即這些商品的歸類發生了變化，相關的稅率、貿易管制措施等也隨之調整。
