本書研究對象是對人類社會造成過巨大傷害的幾種主要自然災害, 如地震 (包括海嘯) 災害、強風暴 (颶風、颱風) 與風暴潮災害, 水旱災害 (洪澇、乾旱), 不涉及其它非自然因素引起的災害。對於這些重大的自然災害, 目前為止, 就對其的了解程度來講, 可分為對其發生機理有相當程度的了解的一類, 如強風暴災害 (詳細見本研究報告的第四章) 和水旱災害 (見本研究報告的第五章); 另一類為發生機理仍然不很清楚, 如地震災害 (見本研究報告的第三章)。
