男，漢族，1982年4月出生於山西神池。
於2001年9月-2005年7月在清華大學工程物理系就讀，獲得學士學位，2005年9月-2009年7月在清華大學工程物理系攻讀直博，系清華大學和中國原子能科學研究院聯合培養，並順利取得工學博士學位，於2009年8月在中國原子能科學研究院核技術所準分子雷射實驗室工作至今。2005年9月-2006年1月應聘為清華大學數學系《拓撲學》課的助教。2008年9月-現在，被聘為中國核工業研究生部兼職講師，主講《電漿物理》，《電漿動理論》，《矩陣論》等課程。
目前被聘為中國原子能科學研究院副研究員。

黃永盛三清山獲得蔡詩東電漿物理獎，清華大學優秀博士畢業生，第十四界清華大學學術新秀等榮譽，並以第一作者和通訊作者在國際物理學期刊Applied Physics Letters，Plasma of Physics，Physical Review E，Laser and Particle Beams，Physics Letters A等上發表相關方面SCI論文十餘篇。
