高等學校英語套用能力考試自2000年在各省、市、自治區實施以來，參加考試的高職高專考生越來越多。為了幫助考生做好考前準備，順利通過考試並取得優異成績，編寫組繼2003年第一版模擬題出版後，2005年又精心編寫了第二版模擬題集，分為《高等學校英語套用能力考試模擬題（A級）（第二版）》和（（高等學校英語套用能力考試模擬題（B級）（第二版）》兩冊，供考生選用。
高等學校英語套用能力考試是以（（高職高專教育英語課程教學基本要求》（試行）（以下稱“基本要求”）為依據設計的。其對象是已經修完高職高專英語課程、達到“基本要求”提出的各項要求的學生。它的考試範圍包括了“基本要求”規定的各項內容。A級考試對應於A級要求，B級考試對應於B級要求。為此，參加這門考試的考生首先要熟悉“基本要求”的各項要求和內容，並對所規定的語言知識和技能作到熟練掌握，靈活運用。
這門考試的目的是檢測高職高專學生掌握英語的實際套用能力，即：考核考生是否能以英語為工具進行日常交際和與未來業務有關的交際。因此，和我國的其他英語考試不同，這門考試不僅檢測考生的一般英語知識和技能，更側重檢測考生掌握套用性語言（包括口頭語言和書面語言）的能力，例如：聽力理解部分有接聽電話、接待、導遊、業務交往等，閱讀理解部分有使用說明書、業務函件、公告、契約等，翻譯和寫作部分有通知、廣告、便條、業務函件等。套用性內容要占到試卷內容的60%左右。語言技能方面的測試包括除口語以外的聽、讀、譯、寫等各項基本技能。這就要求考生在平日學習時注意掌握套用文的格式和常用套語；通過不斷的練習以達到熟練的程度。此外，這門考試不僅考核考生的理解能力，還著重對語言運用能力的考核。試卷中45%以上的考題都是要求考生寫出英語（如填空，簡答，翻譯等）而不是採用多項選擇題，因此考試對詞語的拼寫、語法規則和辭彙的運用都有一定的要求。
自2000年實行高等學校英語套用能力考試以來，試卷設定略有變化。現在的A級和B級試卷都分為5個部分，即：1）聽力理解；2）辭彙與語法套用（A級不考辭彙，但是考詞性變化）；3）閱讀理解；4）翻譯（英譯漢）；5）寫作。
