The United NationsThe founding of the United Nations was a result of two main factors. In the20th century, two wodd wars and several other conflicts killed many millionsof people. After the Second World War1, far-sighted people realised thatcountries would depend on each other more and more in development, tradeand health. After some years of discussion the UN was set up in 1945 withthe aims of maintaining international peace, developing friendly relationsbetween countries, co-operating in solving international problems, andpromoting respect for human rights. 51 nations signed the Charter at the timeand the UN has been growing ever since.
The Second World War was followed by the Cold War2, a period whenworld politics was dominated by the struggle between the USSR and theUSA. During this time, the UN had little political influence and wasfrequently paralysed by the veto, but it did develop its other functions ofassisting developing countries and of supporting colonial territories as theygained independence.3 When the Cold War ended with the collapse of theUSSR, the UN began to have greater influence, in part4 because it provideda balance to the power of the USA.
The Security Council has authorised several peacekeeping operationssince the first one took place in 1956, as a result of the invasion of Egypt bythe UK, France and Israel. The Security Council has no army of its own andhas to borrow troops from national armies. Many smaller operations havebeen a success and the UN has negotiated cease-fires in several areas of theworld. By 1995, there were 17 peace-keeping operations with 70,000 troopsfrom 70 countries. However, since the failure of the operations in Angola in1991, and the former Yugoslavia in 1992, the Security Council has hesitatedto take on this role5.
