《走向海洋——中國海洋的歷史與現狀》一書由國家海洋局海洋發展戰略研究所負責編寫和審校。是國家出版基金資助出版項目、“十二五”國家重點圖書出版規劃項目“中國海洋”叢書中的一本分冊。本書主要從自然地理的角度描述了中國周邊的海洋，眾多的海灣、海島和海港，從歷史的角度介紹中國從古至今認識、開發、利用海洋的過程，以及近代中國從海上遭受西方列強侵略，中國人民奮發抗爭、維護國家主權和海洋權益的歷史。

李明傑，國家海洋局海洋發展戰略研究所研究員，海峽兩岸關係法研究會理事、中國海洋發展研究會理事。目前主要從事海洋政策、海洋權益研究工作，參加並主持多個國家、部委和地方研究課題，如“我國近海海洋綜合調查與評價專項（908）”子課題“南沙群島形勢及其對策研究”“我國海洋開發戰略研究”，海南省發改委委託項目“南海油氣資源開發政策研究”，中國法學會項目“兩岸海洋領域合作的法制化和機制化研究”，國家海洋局課題“海上危機管理機制研究”等。
