羅朝華，2012年6月於中科院上海矽酸鹽研究所獲博士學位，同年7月進入中科院寧波材料所做博士後，2014年12月晉升為副研究員。主要從事重稀土摻雜石榴石閃爍陶瓷材料製備與性能改善研究，同時參與了碳基複合材料換熱器開發。以第一作者身份在J. Am. Ceram. Soc., J. Eur. Ceram. Soc., Ceram. Int.等學術刊物發表SCI論文8篇，申請國家發明專利3項，其中1項已授權。
