秦力 教授,男,1970年9月出生,遼寧省葫蘆島市人。2004年7月畢業於大連理工大學土木水利學院,獲博士學位。2005年3月批准為結構工程專業碩士生導師。現任東北電力大學研究生院院長。吉林省有突出貢獻的中青年專業技術人才、吉林省拔尖創新人才、吉林省高等學校教學名師。政協吉林市第十三屆委員會常務委員。民建吉林市委直屬東北電力大學支部主委。
