盛玉紅，1970年7月生，女，漢族，黑龍江大慶人，中共黨員。新疆大學數學與系統科學學院統計系教師，副教授。主要從事不確定理論、機會理論、不確定網路最佳化、不確定隨機網路最佳化等方面的科研工作。

1995年7月本科畢業於東北林業大學師範學院套用數學系，
2008年1月碩士畢業於新疆大學數學與系統科學學院，
2015年7月博士畢業於清華大學數學科學系、理學博士。
