現任中國農業科學院植物保護研究所農業昆蟲研究室主任,研究員,博士生導師,1983年畢業於河北農業大學植保系,獲農學學士學位,1986年畢業於中國農業科學院研究生院昆蟲學專業,或農學碩士學位,1995年畢業於中國農業科學院研究生院,獲農學博士學位。曾於1994年5月-1995年5月在德國農林生物研究中心生物防治研究所合作研究;1998年10月-1999年3月、2006年12月-2007年6月,在美國農部農業研究局玉米害蟲及作物遺傳研究所進行合作研究。現任中國農業科學院植物保護研究所農業昆蟲研究室主任。國家現代玉米產業技術體系植物保護研究室主任,崗位專家。中國農業科學院研究生院博士生導師,瀋陽農業大學博士生導師,國際玉米螟及其他玉米害蟲研究協作組(International Working Group on Ostrinia and other Maize Pests, IWGO)副協調人,國際植物保護科學協會會員,全國農業轉基因生物安全管理標準化技術委員會委員,中國綠色食品專家諮詢委員會委員,中國植物保護學會常務理事,中國農業生物技術學會生物安全分會理事,北京昆蟲學會副理事長。
