新朝時期，王莽推行一些改革措施，把西漢分封的各諸侯王降為平民，將周邊分封的少數民族王降為侯，句町王不服，就派廉丹和史熊去攻打句町，他們強征民夫加重捐稅，都大夫馮英上書勸他不要勞民傷財。王莽罷免了他，後又覺得馮英無可厚非。
