梁發進（1938年5月8日 —）台灣省台北市人，現任“行政院中央銀行”副總裁、理事，兼任台北大學教授。1964年，畢業於中興大學經濟學系；1968年，台灣大學經濟學系碩士畢業；1982年，美國聖路易華盛頓大學經濟學博士畢業。

概述
1969年3月—1971年2月，任“行政院”經建會研究員；1971年2月—1975年10月，任“中央銀行”經濟研究處專員；1975年8月—1980年7月，任中興大學經濟學系副教授；1982年8月—1984年7月，任中興大學財稅學系主任；1985年12月—1987年7月，任美國緬茵州公用事業委員會財務分析研究員；1987年8月—2000年1月，任中興大學經濟學系教授；2000年2月—7月，任台北大學社會科學學院院長；2000年8月—2002年2月，任台北大學副校長。2002年2月起，任“行政院中央銀行”副總裁、理事。
