東歐中亞民間智庫峰會

峰會簡介

黨的十八屆三中全會明確提出，加強中國特色新型智庫建設，建立健全決策諮詢制度，到2020年將形成定位明晰、特色鮮明、規模適度、布局合理的中國特色新型智庫體系。國家主席習近平多次對新型智庫建設作出重要批示，指出智力資源是一個民族最寶貴的資源，智庫是國家軟實力的重要組成部分，改革發展任務越重越需要智力支持。國家提出的“一帶一路”倡議方向是“加強政策溝通、道路聯通、貿易暢通、貨幣流通、民心相通的‘五通’”，為中國智庫的發展提供了肥沃土壤。在大變革的新時代，“一帶一路”核心區的新疆生產建設兵團已經召集“兵團最強音”，構建中國特色新型智庫，全面服務於“走出去”的廣大中小企業，為早日實現“中國夢”提供堅強的智力支持和決策依據，為促進“一帶一路”國家和新疆兵團的發展建言獻策，提出切實可行的發展戰略與政策建議，推進“一帶一路”國家和新疆兵團實現可持續發展，使“一帶一路”國家和新疆的合作機制逐漸形成，實現“一帶一路”國家和新疆兵團的共同發展和繁榮。

The third plenary sessions of the 18th CPC Central Committee clearly advanced to strengthen construction of new-type think tanks with Chinese characteristics, establish and perfect decision-making consulting system and form new-type think tank system with Chinese characteristics by 2020 featuring clear positioning, distinctive characteristics, moderate scale and reasonable layout. President Xi Jinping made instructions on construction of new-type think tanks, pointing out that intellectual resources are valuable resources of a nation, think tank is an important part of a country’s soft strength and heavier reform and opening-up tasks need more supports of intelligence. The “Belt and Road” initiative by Chinese government is designed to “enhance policy communication, road connectivity, smooth trade, currency circulation and public feeling communication, providing fertile land for development of Chinese think tanks. In the new times of great change, Xinjiang Production & Construction Corps (XPCC) in the core area of the “Belt and Road” has gathered its “most powerful force” to set up a new-type think tank with Chinese characteristics, with a view to serving the broad SMEs “going abroad” in an all-round manner, providing firm intelligence support and decision-making basis for early realization of “China Dream”, offering suggestions on promoting development of countries along the “Belt and Road” and XPCC, raising practical development strategy and policy proposal, driving sustainable development of relevant countries and XPCC, gradually forming the cooperation mechanism between countries along the “Belt and Road” and Xinjiang, and achieving common development and prosperity.
