劉洪斌，男，1966年生，博士、研究員，博士生導師。1986年畢業於西南農業大學土化系，同年留校工作至今。1994年、2002年於西南農業大學獲農學碩士和農學博士學位，2003年-2006年在中國科學院地球化學研究所（貴陽）環境地球化學國家重點實驗室做博士後研究工作，2004年7月-8月在加拿大Saskatchewan大學作短期訪問。2006年入選重慶市“322重點人才工程”二層次，2008年被評為重慶市第二屆學術技術帶頭人。重慶市數字農業重點實驗室副主任。主持、主研和參加各級科研課題50餘項，其中國家科技支撐計畫項目2項，農業部課題4項，原化工部課題2項，國際合作項目1項，重慶市科委項目9項。主研和參加的課題獲國家科技進步二獎1項、省部級科技進步一等獎1項、二等獎3項、三等獎1項。重慶市測土配方施肥項目專家組成員，參與指導重慶市、四川省、貴州省總計50多個區市縣的測土配方施肥工作。

承擔《土地信息系統》、《地理信息系統》等本科、碩士研究生課程。
先後主持和參與國家、省（市）重點攻關項目及橫向科研項目50餘項。其中“紫色土稻麥配方施肥模式研究”獲得1989年農業部科技進步三獎，其推廣成果獲1992年國家教委科技進步二等獎；“重慶市典型岩溶山地脆弱生態過程及恢復技術研究”獲2005年重慶市科技進步二等獎; “重慶市農地污染與作物健康品質的相關規律及控制關鍵技術”2007獲重慶市科技進步二等獎。
