劉中秋 ，男，漢族，1961年8月15日出生，甘肅省天水市秦城區人，大學本科文化程度，中共黨員，1980年2月參加工作，1984年9月加入中國共產黨。

現任天水市人大常委會代表人事工作委員會副主任。

2006年1月任中共清水縣委常委、縣政府常務副縣長。

2010年4月任縣委副書記。

2019年2月28日，天水市七屆人大常委會第十九次會議通過，劉中秋為天水市人大常委會代表人事工作委員會副主任。
