《中華人民共和國涉外法規彙編1995》主要內容包括：一、為了適應我國對外開放和國內外各界人士全面、準確地了解我國涉外法律、行政法規的需要，中華人民共和國國務院法制辦公室編輯了《中華人民共和國涉外法規彙編1995》。二、《中華人民共和國涉外法規彙編1995》匯集了1995年經全國人民代表大會或者全國人民代表大會常務委員會制定的法律和有關法律問題的決定以及國務院制定的行政法規（以下稱“法規”）共55件。《中華人民共和國涉外法規彙編1995》分為：憲法類、民法商法類、行政法類、經濟法類、社會法類等6類，每一類下分為若干項。

三、《中華人民共和國涉外法規彙編1995》按照分類、先法律後行政法規以及法律、法規發布的時間先後排列。

四、《中華人民共和國涉外法規彙編1995》收入的法律的英文譯本，由全國人民代表大會常務委員會法制工作委員會提供；行政法規的英文譯本，由國務院法制辦公室組織翻譯和審定。

五、《中華人民共和國涉外法規彙編1995》收入法規的英文譯本與中文本有歧義的，以中文本為準。

六、《中華人民共和國涉外法規彙編1995》在編輯和翻譯過程中，國務院有關部門和其他有關方面給予了大力支持和協助，在此謹致謝意。
