  With the developments of information technology, great importance has been increasingly attached to education with assistance of technology. According to Outline of the National Medium-and Long-Term Education Reform and De-velopment Plan (2010~2020) and other policies, China are pushing forward the education reform in information era by series of measures. It is empha-sized that the international high-quality digital teaching resources .should be used for education and we should strengthen information technology applica-tions, improve teachers' application ability of information technology ,update teachers' teaching concepts, and improve the teaching methods to achieve better teaching results. Meanwhile, new requirements have been put forward for the education and teaching in colleges and universities.
  With rising interest in second language acquisition with the assistance of technology, there has been an increase in the number of studies on second language teaching and learning in the background of inf'ormation age. Some frontier scholars have made a lot of relevant researches. In this study, the author also applied theories to practical teaching and camed out the web-based collage English teaching practice with the guidance of theory of teach-ing and evaluation. In Chapter 1, the policy background of the research is analyzed including national policy, educational technology development ancl students' needs on college English teaching and evaluation, and the process of' research is shown. In Chapter 2, the theories and researches on English teaching and assessment are reviewed, such as connectivism, self-learning theory, blended learning theory and so on. In Chapter 3, the web-based teaching and evaluation on integrated English course are studiecd From Chapter 4 to 7, based on the wash-back effects, skill trainings with techno-logical assistance, ineluding listening, speaking, reading and writing, is separately studied.
