日本數位電視首先考慮的是衛星信道,採用QPSK調製.並在1999年發布了數位電視的標準--ISDB.ISDB是日本的DIBEG(Digital Broadcasting Experts Group 數字廣播專家組)制訂的數字廣播系統標準,它利用一種已經標準化的復用方案在一個普通的傳輸信道上傳送各種不同種類的信號,同時已經復用的信號也可以通過各種不同的傳輸信道傳送出去.ISDB具有柔軟性,擴展性,共通性等特點,可以靈活地集成和傳送多節目的電視和其它數據業務.
