本報告聚焦全面綠色低碳轉型及碳中和路線圖,研判我國面臨的內外部機遇和挑戰,提出中長期低碳轉型的總體思路、基本路徑和主要措施,對有序實現碳中和目標願景的生產、消費、貿易、管理等變革,特別是經濟體系轉變、能源革命、低碳交通轉型、零碳技術創新、基於自然的解決方案,以及全球氣候合作等進行了深入分析,並系統評估了實現碳中和目標對能源、經濟和排放的影響,據此提出保障碳中和目標實現的法治軌道與政策制度體系,為落實我國碳達峰與碳中和承諾、推動經濟社會的全面綠色轉型與實現具有韌性和可持續的高質量發展,以及編制與落實“十四五”規劃提供決策參考
