陳立奇（1945.4— ）男，晉江人。1969年畢業於南開大學化學系。1978年1月以來任國家海洋局第三研究所副研究員、研究員、副主任、副所長，期間於1981年8月至1983年12月到美國多德島大學海洋研究生訪問。1994年12月任國家海洋局極地考察辦公室主任。曾任中國極地考察工作諮詢委員會秘書長。

陳立奇，男，研究員、博士生導師、享受國務院特殊津貼。國家海洋局海洋大氣化學與全球變化重點實驗室主任。1969年畢業南開大學，1981年-1983年赴美國留學，1991任海洋局第三海洋研究所副所長，1994年任國家海洋局南極考察辦公室主任。40多年來，一直工作在海洋化學科學工程技術的前沿，先後組織實施了我國南極考察一船兩站工程建設的“九五”計畫和中國北極科學考察計畫，負責國家重點攻關項目、國家科技專項、國家社會公益項目、國際合作計畫、國家自然科學重點基金項目。發表論文150多篇（30篇SCI），編著15部，8項成果獲得部級獎（其中4項1等獎，2項排名第一）。

Prof Liqi Chen, graduated from NankaiUniversity, Tianjing, China in 1969, as visiting scholar during 1981-1983 inGraduate School of Oceanography, URI, USA.
He has appointed as Director of Key Laboratory of Global Change and Marine-Atmospheric Chemistry, Third Institute of Oceanography, Xiamen, China sinceApril 2002 and as Hon. Director and Professor in Chinese Arctic and AntarcticAdministration, Beijing, China since May2001. He used to be a Director and Professor in Chinese Arctic and AntarcticAdministration, Beijing, China, Deputy Director and Professor of TIO, SOA,CHINA, Researcher in Third Institute of Oceanography, SOA(State OceanicAdministration), Xiamen, China, and Lecturer in Nankai University, Tianjin, China.
He is conducting “Carbon Fluxes in thewestern Arctic Ocean and Bering Sea and its response to the Arctic rapidchange, a key program of NSFC; “Using Pb isotopic tracer to study atmosphericpollution over the Zhongshan Station in East Antarctica “ a program of NSFC ;“Atmospheric Chemistry Investigation over the near shore China Seas”, StateSpecial Project ; “Transport of atmospheric pollutants over China Seas andtheir impact to marine ecosystem”, State Commonweal Project and ”Research on carbon cycle and marineaerosols in First and Second Chinese National Arctic Research Expedition” .
He was as a leader and participated,as Chief Scientist and Team Leader inChinese National Antarctic Research Expedition to the Southern Ocean during July-September1999, and in Chinese National Arctic Research Expedition to the Arctic Oceanregion, Antarctica during Nov 1996-May 1997; Scientist in Chinese NationalArctic Research Expedition in Honghe Station, Ny Alesoud, Svalbard Islandsduring August-September 2005. PolarExpedition From Murmanske of Russia to North Polar by “Soviet Union” NuclearPower Icebreaker during June-July 1998；AtmosphericExpedition in Tibet Plateau in May 1998.
He has published over 90 papers and 10monographs.
