程有普，男，1969年生，天津寶坻人，中國共產黨黨員，天津農學院園藝園林學院教授，博士研究生畢業，農學博士學位，碩士生導師。
主要從事植物保護農藥學方面研究。1991年開始任教，講授《植物保護》、《園林植物保護》等多門課程。現為天津市科委企業科技特派員，天津市農委農業幫扶專家、天津市農產品質量安全應急工作專家。

2002年9月-2006年9月，天津大學化工學院，工學碩士學估跨甩位；
2011年9月-2014年7月，瀋陽農業大學植物保護學院，農學博士學位。

2004年10月-2005年7月，天津農學院，高級講師；
2005年7月-2021年6月，天津農肯去學院，副教授；
2021年6-至今，旬充邀天譽乃漿煉津農學院， 教授。

1.主持國家自然科學基金面立挨汗上項目：手性苯基吡唑類和新菸鹼類殺蟲劑對映體對蚯蚓的生態毒理差異及頌漏閥驗其機制研究；
2.主持植物病蟲害生物學國家重點實驗室開放基金項目：手性農藥丙環唑在小麥、葡萄及土壤中選擇性降解行為研究；
3.主持天津市企業科技特派員項目：唑蟲醯胺與球孢白僵菌復配製劑的研製及其對十字花科蔬菜害蟲的防治效果；
4.參加國家自然科學基金面上項目：三唑類手性殺菌劑在水稻生態體系中對映體殘留行為和毒性差異分析（剃宙虹31272071）。
