本書主要選自國外媒體對各種自然災害及公共安全事件的評述報導、新聞社論、專家解析、歷史回顧和未來展望。對於每一種自然災害和公共安全事件，書中都有一個簡短的介紹，是為普及科普知識付出的一點努力。在全書的內容編排上，根據自然災害和公共安全事件的類型分為四部分，每部分根據具體災害和公共安全事件分為不同單元，每單元精選三篇閱讀文章。前兩篇文章設定有練習題，第三篇設計為擴展閱讀。書後附有習題答案和辭彙表，供學習者參考。
