劉保忠，男， 1965年4月生，博士，山東青州人。中國科學院海洋研究所研究員，博士生導師。1987年畢業於山東海洋學院（現中國海洋大學）海洋生物系，後在中國科學院海洋研究所獲得碩士和博士學位。

研究方向
主要從事海洋貝類遺傳發育和增養殖技術研究，包括海產貝類遺傳學、繁殖生物學和幼蟲生物學。在扇貝群體遺傳結構和遺傳分化、雙殼類幼蟲變態誘導和發育分子調控機理、灘涂貝類人工育苗技術體系構建和良種選育等方面取得了諸多創新性研究成果，研發的相關技術套用於貝類增養殖生產，取得了良好的經濟效益和社會影響。
近年來先後主持國家863課題、國家自然科學基金、山東省優秀青年科學家獎勵基金、國家支撐課題和國家公益專項課題多項，主持制定國家和行業標準2項，發表SCI論文60餘篇，獲國家發明專利授權21項，主持制定國家和行業標準2項，獲國家水產新品種授權2項。獲得國家和省部級科技獎勵6項。
