本書第一章闡釋了“16+1”智庫網路與中東歐國家智庫合作交流指標體系，包括建立該指標體系的目的、基本研究方法、主要內容、數據資料來源的可靠性與專業性等；第二章介紹了中國——中東歐國家合作概況和*新進展，首先回顧歷史上中國與中東歐國家關係的發展歷程，再回到當下，介紹2016年中國與中東歐國家政治關係的新進展與新特點，最後為進一步推動中國與中東歐國家關係發展提出建議；第三章介紹了中國與中東歐國家智庫交流合作現狀。這一部分是基於“中國——中東歐國家智庫交流與合作網路”運作實踐而寫的。首先是“16+1”智庫網路的性質和特點，接下來介紹“16+1”智庫網路的主要工作和活動以及中國與中東歐國家智庫交流的特點，最後為促進中國與中東歐國家智庫交流合作提出思考與建議。
